Qualification Requirements for the Position of Head of the Student Personnel Department
1. Education
Higher professional education in one of the following fields:
• Human Resource Management
• Pedagogy
• Law
• Public or Municipal Administration
• Management
• Social Work
or other higher education with additional training in documentation management and personnel administration.
2. Work Experience
At least 3–5 years of experience in personnel administration, document management, or administrative work, including 1–2 years of managerial experience.
Experience in educational institutions will be considered an advantage.
3. Required Knowledge
The candidate should have knowledge of:
• legislation of the Kyrgyz Republic (or the relevant country) in the field of education
• regulatory documents governing the activities of educational institutions
• procedures for student admission, transfer, reinstatement, and expulsion
• rules for maintaining student records and student enrollment data
• procedures for issuing academic leave, certificates, orders, and official extracts
• procedures for forming and storing student documentation
• requirements for personal data protection and confidentiality
• rules of document management and archival storage
• procedures for interaction with dean’s offices, academic departments, and accounting
• basics of labor legislation (regarding staff of the student department)
• preparation of reports on student enrollment and statistics.
4. Professional Skills
The candidate must possess the following skills:
• organizing the work of the student personnel department and distributing responsibilities
• preparing draft orders (admission, transfer, expulsion, reinstatement, etc.)
• maintaining student databases and enrollment records
• organizing and supervising student personal files
• preparing certificates, extracts, and confirmation documents
• preparing reports and statistical data on students
• working with electronic student management systems (university databases, electronic document management systems)
• confident computer skills (Word, Excel, electronic databases).
