Qualification Requirements for the Position of Head of HR Department

1. Education

Higher professional education in one of the following fields:

• Human Resource Management
• Law
• Economics
• Public or Municipal Administration
• Management

or other higher education with additional training (courses) in HR management or personnel administration.

2. Work Experience

At least 3–5 years of professional experience in human resource management and/or personnel administration, including 1–2 years in managerial or supervisory positions.

3. Required Knowledge

The candidate should have knowledge of:

• labor legislation (Labor Code and related regulations)
• procedures for hiring, transferring, and dismissing employees
• maintaining personnel records and employee files (including electronic format if required)
• procedures for managing leave, business trips, and disciplinary actions
• rules for storing and maintaining HR documentation
• basics of office administration and document management
• internal labor regulations
• military registration procedures (if applicable)
• occupational health and safety principles
• preparation of HR reports
• methods of staff recruitment, evaluation, and adaptation.

4. Professional Skills

The candidate must possess the following skills:

• organizing the work of the HR department
• controlling the accuracy of HR documents and orders
• preparing HR orders, employment contracts, and additional agreements
• maintaining HR reporting
• conducting interviews and participating in recruitment processes
• developing job descriptions, policies, and internal regulations
• working with electronic databases and HR software
• confident PC skills (MS Word, Excel, electronic document management systems).
